Question about today's press gaggle

Did Spicer provide a reason as to why he would not go on camera or forbade the press from recording his comments today? What could he possibly have said to excuse this outrageous behavior? and why does the press allow him to get away with it?

This was a White House press briefing. PUBLIC communications. What is the legal justification for a low-level grunt like Spicer to declare it secret?
