4. I've been trying to remember

I know that Obama promised that the bill would be available on-line for everyone to read, but can't remember if it actually was. I DO remember Nancy Pelosi saying something about passing the bill to find out what was in it.

The televised meeting, as I recall, was quite late in the process. Eddy Munster showed up with some figures about cost projections, and I think that was the first I had seen him, so it sounds like there was enough known by members of Congress that there were known costs involved.
