... Republicans set up a straw man representing "libtards" and convince people that "libtards" want to:

ban all guns
ban all churches
give all our money to people who don't want to work
raise our taxes
punish success
let predators into our children's restrooms
turn our children gay
force their hedonistic lifestyle down everyone's throats
give everyone a trophy "just for showing up"

etc.

Obviously none of this is true, but that's the picture they paint of liberals thanks to right-wing propaganda.

And so when people go out to vote, they're not actually voting against real liberals living in reality who want to do none of the above, but the scary caricature of a "libtard" which has been deliberately presented to them by manipulative, dishonest and malicious people.
