It's all about tax cuts. They call this a health care bill. It's a tax bill, and the people behind the scenes who are responsible are the Koch bro's, who want it to be even more Draconian than it presently is.
Please note: Pence recently made a call to his lords and masters, the infamous Koch brothers, who are, I believe the 2nd largest privately owned company in the U.S.
The Koch brothers' political arm has even more employees than the republican party.
