I suspect a deal that will leave much of the ACA intact in WV while other states get the shaft. Manchin will probably come on board to make it "bi-partisan" too.
note: Totally pulled this out, nothing to support this theory yet.

And soon there'd be a shitstorm of imperial proportions, i.e. "Why did THEY get an exception?!!??!!??"
Besides, this might mean providing health care for some people who couldn't otherwise afford it, and the GOP would never do that. Ever.
