Racist Florida cop - makes up law to ticket black man for walking without identification

When Shipman asked the officer what he’d done wrong, the cop told him that he was fining him for jaywalking, which costs $65. Bolen then asked the young man for his ID, and when he told the officer he didn’t have it, Bolen “snapped.”

“That’s another infraction,” Bolen said. “In the state of Florida, you have to have an ID card on you identifying who you are or I can detain you for seven hours until I figure out who you are.”

According to the Herald, however, the officer got the law wrong — Florida Statute 322.15 requires licensed drivers to always have their licenses when driving and can incur a $136 fine if they do not, but no such law exists for walking without a license.

From https://en.wikipedia.org/wiki/Your_papers,_please :

" 'Your papers, please' (or 'Papers, please') is an expression or trope associated with police state functionaries, as popularized in Hollywood movies featuring Nazi Party officials demanding identification from citizens during random stops or at checkpoints. It is a cultural metaphor for life in a police state.'

"The phrase has been used disparagingly in the debate over Real ID and national ID cards in the United States. It has also been used to refer to interactions with citizens during police stops and immigration enforcement. Arizona's controversial SB 1070 law requiring people to carry identification was dubbed the 'Papers, Please' law. The phrase has also been used by the press in relation to a February 2017 incident in which Customs and Border Protection agents searching for a suspect demanded identification from passengers exiting a domestic flight."

I speak and write in Yiddish, not German.

I wanted to sound like a Nazi officer saying, "Your papers, quick!"

as the 'officer' would not know the person to whom they're speaking and the formal would be used... probably throw a 'bitte' in there for good measure.

Walter Mosley shows in those books how hard it can be for a black man simply to walk down the street without getting into trouble. Those books are some of the best examples of that I have seen.

Any Black man walking without identification will held until his court date unless he can post bail, bail is to be set at 100 dollars more that the accused can come up with.

has been standard practice in FL. I work with the homeless as a volunteer. On occasion I walk through their "criminal" records to better understand their challenges. Jaywalking arrests are not as uncommon as you might think. Getting ticketed for improperly riding a bicycle, "resisting arrest without violence" (giving the cop some lip), camping without a permit (sleeping on a park bench), trespassing (sleeping on the same park bench twice), can fill a file of 8 or 10 pages of arrests. They generally get time served (usually a couple of weeks to get a hearing) and a fine / court costs to the tune of $300 to $500.

Which should be renamed harassment PD because all they do is harass people over minor infractions that they use as an excuse to search people's vehicles and find other stuff to charge them with.

that make me realize what sheltered lives a lot of DU'ers must lead. This kind of shit happens all time and not just to black people. I know because I have personally been threatened with arrest for not having ID on me.

When I was a patrol deputy we have 6 per shift in theory, always 5 or 4 in practice because there were vacations and courts but dates and training and sick time that pulled people away, to cover 450+ square miles where we were the primary LE and another 90+ where we were secondary to gen city PD but still lead for serving papers, evictions etc.

I was lucky to get time in a 12 hour shift for a meal I could sit and eat uninterrupted.

I didn't do speeding or traffic tickets unless it was one of two things- a DUI or a small child not in a car seat. Those I'm gonna nail you on. I was never even radar certified so couldn't write a speeding ticket even if I wanted.

If I wasn't on an active call I was dispatched to I had a box full of civil papers and warrants for whatever side of the county I was working to drive around and try to serve, a list of homes that the owners were going to be away and requested we check on, a list of area where extra patrols were requested and a bunch of other stuff to keep me busy.

Google search on the cops name brought me to Jacksonville.com. On reading the article, I suspect that w/o the video& subsequent publicity, nothing would happen. Sadly I am sure that cop will be a huge dangerous problem for the citizens of Jacksonville & an expensive cost to the city of Jacksonville when the inevitable civil suits happen.
