When Shipman asked the officer what hed done wrong, the cop told him that he was fining him for jaywalking, which costs $65. Bolen then asked the young man for his ID, and when he told the officer he didnt have it, Bolen snapped.
Thats another infraction, Bolen said. In the state of Florida, you have to have an ID card on you identifying who you are or I can detain you for seven hours until I figure out who you are.

According to the Herald, however, the officer got the law wrong Florida Statute 322.15 requires licensed drivers to always have their licenses when driving and can incur a $136 fine if they do not, but no such law exists for walking without a license.

(8,224 posts)has been standard practice in FL. I work with the homeless as a volunteer. On occasion I walk through their "criminal" records to better understand their challenges. Jaywalking arrests are not as uncommon as you might think. Getting ticketed for improperly riding a bicycle, "resisting arrest without violence" (giving the cop some lip), camping without a permit (sleeping on a park bench), trespassing (sleeping on the same park bench twice), can fill a file of 8 or 10 pages of arrests. They generally get time served (usually a couple of weeks to get a hearing) and a fine / court costs to the tune of $300 to $500.

(7,681 posts)that make me realize what sheltered lives a lot of DU'ers must lead. This kind of shit happens all time and not just to black people. I know because I have personally been threatened with arrest for not having ID on me.

(6,324 posts)When I was a patrol deputy we have 6 per shift in theory, always 5 or 4 in practice because there were vacations and courts but dates and training and sick time that pulled people away, to cover 450+ square miles where we were the primary LE and another 90+ where we were secondary to gen city PD but still lead for serving papers, evictions etc.
I was lucky to get time in a 12 hour shift for a meal I could sit and eat uninterrupted.
I didn't do speeding or traffic tickets unless it was one of two things- a DUI or a small child not in a car seat. Those I'm gonna nail you on. I was never even radar certified so couldn't write a speeding ticket even if I wanted.
If I wasn't on an active call I was dispatched to I had a box full of civil papers and warrants for whatever side of the county I was working to drive around and try to serve, a list of homes that the owners were going to be away and requested we check on, a list of area where extra patrols were requested and a bunch of other stuff to keep me busy.

(32,967 posts)Google search on the cops name brought me to Jacksonville.com. On reading the article, I suspect that w/o the video& subsequent publicity, nothing would happen. Sadly I am sure that cop will be a huge dangerous problem for the citizens of Jacksonville & an expensive cost to the city of Jacksonville when the inevitable civil suits happen.
