the courts can be asked to strike it down, and a president can veto a law. But the legislative branch has the sole power to pass, amend and repeal laws, and can override a president's veto. That's the system of checks and balances, which does seem to be out of whack right now.

and blocks provisions of the ACA, lawsuits could result in injunctions against those actions. I'm sure such suits are under consideration in case he does something that goes beyond what he can legally do.
