1. There's more than one investigation

The FBI started investigating in 2016 during the election.

Senate and House have their own investigations, starting this year.

Mueller started after Comey was fired.

He's probably using information from the FBI, but it is still it's own thing.

The FBI investigation may still be going on as well. At least that is what the deputy director promised when Comey was fired.

Trump's new lawyer said something to the regards of Mueller shouldn't be looking in to DT's past because those things are past the statute of limitations anyway....

While I'm sure that murder definitely doesn't have a statute, the rest of the crimes he committed in the 80s and 90s may.
