"The Pentagon raised no objections with the Times before publishing the story . . ." This means the Pentagon published the story.

Or did the Times mean to say: "The Pentagon raised no objections with the Times before it published the story . . ." ? This would mean the Times published the story, which I assume it did. But . . .
