They're quietly looking at working with the federal government to create acceptable waivers to some of the requirements, and then claim victory for standing up to "The Man".
I'm sure the Hyde amendment will be claimed in most of them, since wimmin issues are icky and impure.

The majority of GOP Govs know that with the large group of people who will now be eligible for Medicaid under the ACA will have a hard time agreeing with a state that says "Sorry you're going to have to pay that penalty even though we would be paid to give you Medicaid, but you know, we've got our reputation to uphold so we've got to let you hang in the wind while we can pander to those morans in the Tea-Party for votes next election."
Well - Brewer, Scott, McDonald, and Jindle might be stupid enough to stand up for that sort of stupidity, but most of the other Governers might have have enough sense to give a little to get a lot.
