Pence cast the deciding vote to advance to a floor debate where they can talk about the different health care bills and made amendments to them. It wasn't actually a vote for a specific bill to pass or not.

Later that night, the Senate rejected a previous ACA repeal and replace bill 43-57.

Then Republicans presented their "plan" to repeal and replace the ACA. That is the second vote that failed, getting 7 fewer votes than the motion to proceed. This plan included the Cruz amendment which would allow insurance companies to go back to selling junk plans that effectively cover nothing.

Republicans will present other potential "plans" that will also have to be voted on.

Some experienced Medicare bureaucrat said it's all make believe until that final amendment. That's the only real one, the others are just to massage positions for upcoming elections.
