You are using the OLD definition of winning. Trump is using the new and better definition.



Later this week you will hear: "We have sent the Senate healthcare-bill to conference! That's a win! That's counts as a win! Okay, no healthcare-bill has actually been passed, but... It's kinda-sorta a win!"
