He doesn't have the cojones to actually fire Sessions and deal with the fallout so he is trying to bully Sessions into resigning. If Sessions resigns, Trump can say that, since he didn't actually fire Sessions, he didn't do it to bring in someone who would end the special prosecutor's investigation.
