The vote taken that they lost was not on final passage of the bill. It was on an amendment that replaced the bill under consideration with the skinny repeal bill. After that vote failed, the bill was then returned to the calendar, which essentially means shelved. But it can be brought back by McConnell at any point before the next budget passes, if they have 50 votes to pass another amendment.

(McCain was playing) 4D, the man is calculating time itself when you consider they can't do tax reform through reconciliation (needs budget neutral funding from ACA repeal) and no ones wants to touch healthcare next year during midterm elections.

All the while Mitch McConnell is playing regular chess, White House staff is playing checkers with each other with all the in fighting, and the Twitter in Chief is still with his fidget spinner.
