He appeals to our feelings of duty and working for the good of the nation in a tough situation etc. etc...

That and the fact that they are the only ones with reputations and some credibility. Something to be saved for special occasions like when they trotted McMaster out after the intel dump in the Oval Office.

He is also afraid of Russian investigation and wants the kind of loyalty that he expects from the generals who are supposed to respect chain of command and obey his orders unquestioning.

Also he has been ratcheting up the fear factor and need for law and order, since that appeals to his base supporters. Appointing another general is very reassuring to Trumpsters and mainstream media pundits who are willing to overlook a lot of crap and failed promises if they feel safer because of the generals.
