This means that Trump won't be able to make a recess appointments.

It's a classic power struggle in DC between Trump, McConnell, and Ryan, that is, who sets the policy for the rest of the country.
McConnell doesn't impress me as someone who would cede to a Yankee, flim-flam man, even if he did give McConnell's wife a job.
