A possible scenario:. Mueller finds all kinds of evidence of money laundering, obstruction of

justice, actual quid pro quo agreement to hack our election, etc. He indicts the Trumps---including 45---plus their numerous accomplices. And, then Trump pardons everyone, resigns and is pardoned immediately by Pence.
"Move along, folks. Nothing to see here."

Pence was the head of Trump's transition team. It is inconceivable that he was unaware of what was going on with the Russians.

But for the sake of argument, let's say Pence's hands are clean. In that unlikely event, his incompetence is obvious.

Everyone in Trump's orbit is dirty.

Couldn't they bring separate serious charges against people at different times, necessitating the need for multiple, increasingly politically bad looking pardons? Or does the law require you to bring all charges that you have good evidence for at once?

7. There are two problems with your scenario:

1. If Trumpy is a co-defendant in criminal proceedings, he can't pardon his co-defendants.

2. There WILL be RICO charges in both federal and New York State jurisdictions, both of which will include Trumpy as a defendant. Trumpy CANNOT pardon any RICO defendants and he has NO PARDONING POWER regarding charges emanating from New York State.
