"civil rights investigation" vs "hate crime investigation"

vs. "domestic terrorism investigation"

trump just said justice dept. has opened a civil rights investigation into the "deadly car attack that killed one innocent amerian".

why not one for hate crimes?

why not one for domestic terrorism?
