They'd like to get as many swing voters as possible, but if they don't get the base to show up on election day their down ticket is toast. Mitt has to pick a veep that rallies the base in order to avoid a floor fight that leaves him weakened coming out of the convention. GOP is going to demand a veep pick that fires up the base to turn out in Nov, and votes R down ticket. It may not be Bachman, but it will be a fundy-bagger.
