2. In fairness it is a reflection of the calendar

more than the civil rights (lack of rights) environment. 50 and 100 year anniversary.

Ramp up to 50th anniversary and drop off after it.

Perhaps the two are coupled (recognition of the anniversary prompting additional suppression of rights including celebratory or retribution lynchings).
