Why Is It Not Terrorism?

So, why is it not terrorism when a white man drives a car into a group of people and kills someone? For some reason when a white man drives a care into a group of people and kills someone it is not important to call it terrorism. The driver did a bad thing. He committed murder. However, it might not have been terrorism. According to Donald Trump the jury is still out on whether what happened in Charlottesville, VA. was terrorism.
