Why are so many fed level IT and CIO bailing?

I found this website a while back when following various links.

Initially it had articles about a couple fed IT/CIO admins leaving and now it's several more. Given all the cyber issues under drumf you just have to wonder why the current cyber folks are bailing within weeks of each other...is drumf wanting people in cyber leadership roles who will turn a blind eye to something?

Kadakia’s departure is another in a spate of federal IT leaders moving on to new things. Last week alone the Office of Personnel Management’s CIO Dave DeVries, Navy CIO Rob Foster and Environmental Protection Agency CISO Sean Kelley all announced their upcoming departures. Additionally, later in the week, FedScoop learned that Agriculture Department CIO Jonathan Alboum has been reassigned within the agency.
