I hear that the rain coming is unprecedented and Houston is already among the most flood prone cities in America.

There really wasn't a drainage system in Houston though that was many years ago. The real threat wasn't from hurricanes, it was flooding because in many areas of the city, there was no place for the rain to go. Almost every year, we had a flooding event in the city. The basement of the University of Houston library would always flood (I was a grad student then).

Why no system? Very low taxes and so no money to develop one.

Just do a google search, year after year, it's "unprecedented" flooding. One would think that after so many times, it wouldn't be "unprecedented" anymore, but I guess one would be wrong.

People are going to find those picturesque little creeks running through their property have become massive torrents. I hope most of them have bugged out. Inland flooding is horrible. I can remember going through chest high water when I was 14 or so with a friend to rescue a little old lady whose house was just a little too near one of those picturesque little creeks. There weren't even any gators, just snakes and the current on that side of the house wasn't strong. Southeast Texas has gators.

Not the first ones and not the last. The storm has stalled now and still has 70 MPH sustained winds and a discernible eye.
