The proper description would be that Trump hacked the US government. Yes, "hacked".
What is a "hack"?
A "hack" is when you make a system do something that it theoretically can do, but which it's not supposed to do.
E.g. exploiting an IT-weakness to make a computer-system do something it is not supposed to do.
E.g. using a household-item for a procedure to which it has no intended relation.
E.g. breaking unwritten rules which everybody except you considers binding.

Bill Maher is correct in his notion that the unwritten rules of the Presidency now have to be written down, or else the next President will break them just like Trump broke them.
