The dam was completed back in 1948. In 2009, it was rated "extremely high risk of catastrophic failure" by the Army Corps of Engineers

A major dam outside Houston has begun overspilling as Storm Harvey pushes the reservoir past capacity, a Texas official says.
Engineers have tried to prevent nearby communities from being inundated by releasing some of the water held by the Addicks dam.
But flood control official Jeff Lindner says water levels are now over the height of the reservoir edge.
Harvey has brought huge floods to Texas and is starting to affect Louisiana.
Unprecendented rainfall has forced thousands of people to flee their homes. At least nine people are reported to have died in the Houston area.

(81,455 posts)The water level surpassed the top of Addicks Dam just before 8 a.m. CT, when the water level rose to 108.1 feet, exceeding the reservoir's capacity of 108 feet, according to the Harris County flood warning website.
Jay Townsend, a spokesman for the Army Corps of Engineers, said water will now flow into uncontrolled runoff areas around the dam. From there, it will spread into already rain-swollen streets and eventually into the Buffalo Bayou, a narrow body of water that runs through downtown Houston.
