He said this because some advisor said don't do any congratulations now, like Bush did with Michael Brown, his FEMA director. Remember "Great job, Brownie!"?

So some advisor, remembering this told him not to say congratulations, but he accidentally began to slip, that's when he said the quote in the OP.
