According to Ken Starr the President can be criminally indicted. Starr wanted to indict Clinton but he wasn't certain he could get an indictment. Impeachment is a political act that only removes the officeholder. I am fairly certain that the Republican controlled house would simply pocket the Impeachment referral. If Mueller is able to get an indictment against Trump I am quite sure the challenge will get to the Supreme Court in no time. We are approaching uncharted territory.
