Money laundering comes to mind. Obstruction of justice. Maybe tax evasion (you can bet Mueller has his tax returns by now). But Mueller wouldn't be taking things out of Congress' hands because he has a different function, which is to investigate whether crimes were committed, whether by Trump or by others. Congress itself doesn't have the power to prosecute. Prosecution would be handled by the U.S. Attorney's office for the district where the crime was committed. Some crimes might also be prosecuted by the State of New York, because state crimes can't be pardoned.

Nixon was his back-dating of taxes.

Others were Obstruction of Justice and Suborning of Perjury.

IOW, impeachment and then trial by the Senate.

might have to wait until he's out of office. All of Mueller's findings could be used in articles of impeachment.

it's unclear if he's laying the groundwork for impeachment. certainly possible, but not entirely clear.

it's also unclear if he's building a case for federal charges against donnie. if so, the supreme court would likely be called on (eventually) to decide if a sitting president can be indicted and/or tried in a criminal court. many seem to think the answer is no, that he'd have to be no longer president one way or another first.

but that would merely delay a criminal case, so mueller could be building that case regardless, even if it has to sit on a shelf for a few years.
