Shortly afterwards ( Niger was working with Americans) Niger withdraws troops.. Then it happened... 4 Americans killed..

The other part of the withdrawal? Exon Mobile dispute (Rex Tillerson) with Chad over Drilling issues. Perhaps another reason for Chad withdrawing troops..

there is no other explanation for it being put on the list. Perhaps Tillerson & Trump thought it would show them who's boss. Once again our "foreign policy" (if it can be called that) doesn't take any potential blow back into consideration.
