The files are to be released unless the president decides there's some national security reason not to do so. All Trump has done is approve their release on the pre-determined date.

If he does or approves of anything, it is likely it is self serving, on the rare occasion it isnt, well...fine

But the point is that the records were set by law to be released on 10/16/17. All Trump has done is said he won't do anything to stop it.
