He drove the wrong way for 20 BLOCKS down a bike path and drove over and killed at least 8 bikers and pedestrians. He has a rental truck, was carrying two fake guns and waving them around (hoping to get shot and be a martyr). The police shot him in the abdomen and he survived (too bad for him) and was yelling Arabic slogans. NYC has cameras all over and the citizens are well trained to "run, hide, fight, talk" in that order. He didn't need money, bomb building training and materials, couldn't accidental blow himself up, didn't have to do much "homework" on how to do this, could do it by himself, was a young man. All of that is the description of this "new" form of terrorism.
