What happens to money that is not spent during a campaign? Does it then belong to a candidate to use

for personal issues?

Contributions can be used to pay down campaign debt, donated to other candidates (amount is limited), rolled over to another campaign, and given back. I think, though I'm not sure, a campaign can turn into a PAC and roll that money in too.
