Via elections. That is our responsibility to get the nasties out of office by the ballot. It is a huge task given gerrymandering, suppression, Citizens United, Pox Noise and on and on and on. But it can and should be done.

He's already done quite a bit of "something." There are already two indictments and two guilty pleas. Flynn is almost certainly singing like Pavarotti. The AG for New York is working on pardon-proof prosecutions. But Mueller is honest, and he will follow the evidence wherever it leads. If he does nothing it would be only because he found nothing, and that seems very, very doubtful. However, the law is not settled on the issue of whether a sitting president can be indicted. When the question came up during the Watergate investigation they concluded the answer was no, and the grand jury listed Nixon as an "unindicted co-conspirator." He almost certainly would have been prosecuted after he resigned if Ford hadn't pardoned him. But Laurence Tribe thinks a sitting president can be indicted; however, it's still not clear whether an actual prosecution could proceed while he is still in office.

In any event, I'm confident that Mueller will not just "decide not to do anything" unless there's no evidence on which to base an indictment or prosecution.

But to answer your question, "we" can't do anything outside of Mueller's investigation. "We" are represented, if only theoretically, by Congress, which probably won't do anything as long as the GOP are in charge. So the one thing we can do is vote the bastards out of office.
