SACRAMENTO, Calif. (Reuters) - Upscale Beverly Hills is among four California cities whose water utilities have been fined for not forcing residents to conserve enough water during California's unrelenting four-year drought, officials said on Friday.
The wealthy Los Angeles area municipality was fined $61,000 on Thursday, making it the only community not located in a desert to be assessed penalties, the California State Water Resources Board said.
"Some urban water suppliers simply have not met the requirements laid before them," said Cris Carrigan, director of the water board's Office of Enforcement. For these four suppliers, its been too little too late."
"For those who aren't (conserving) and who are wasting water, you should be ashamed of yourselves," Carrigan said.

(4,149 posts)In the Bay Area, we are beating the target goal. My apartment manager sent out a pretty threatening letter to all of the residents in my building, telling us they would "know" who was using too much water. . . . I'm not sure what the point of the implied threat was, as I'm not aware that the building owners could do anything--maybe report us to the county? In any case, I think people pretty much want to do the right thing, and as we are in an apartment building, nobody has a lawn to water!

I would assume he has no way of knowing.
