Flags will be flying at half-staff on all Georgia government buildings Friday in honor of a Fort Valley State University student killed while coming to the aid of three women.

Citing the heroism of Donnell M. Phelps, Governor Nathan Deal signed an executive order Thursday to honor the slain freshman studying in the Agriculture Engineering Technology department.

"Mr. Phelps will be remembered for the heroic actions he displayed through aiding and preventing the assault and possible deaths of three women, of which resulted in a senseless and tragic loss of his own life," the governor's order stated.

Phelps' accused killer, Joseph Anthony Scott, allegedly was trying to grope three women coming out of the campus cafeteria late Tuesday afternoon.

but to my knowledge the Governor can order the Georgia State Flag to be flown at half mast, but I think under the US Code of Flag etiquette, the US Flag can't be ordered flown at half staff for Mr. Phelps. I'm going to reread the US Code and If I am wrong, I will so note that.

No I am correct:

Governors of the several U.S. states or territories are authorized by federal law to order all U.S. and state flags in their jurisdiction flown at half-staff as a mark of respect for a former or current state official who has died, or for a member of the armed forces who has died in active duty. The governor's authority to issue the order is more restricted than the president's, and does not include discretion to issue the order for state residents who do not meet the criteria stated. Since a governor's executive order affects only his or her state, not the entire country, these orders are distinguished from presidential proclamations

The U.S. flag and the state flag will fly at half-staff until sunset on Friday.

And I live in GA and havent seen or heard anything about the order breaking the Flag Code.
Although i guess if there was going to be a transgression at least it was for a decent courageous young man.
