Former New York City Mayor Rudy Giuliani argued Sunday, in addressing the two shootings in which police officers shot and killed two black men, that black families should teach their children to "be respectful to the police."
Giuliani commented on the shootings in Dallas where five police officers were shot, and the deaths of Alton Sterling and Philando Castile during an appearance on CBS' "Face The Nation." He said his "deep sympathy" goes out to the families of the victims in those shootings.
Then, he argued that there was "too much" violence in the black community and that there were some black men and boys who feared being confronted by the police given the recent shootings.
"If you want to deal with this on the black side, you've got to teach your children to be respectful to the police and you've got to teach your children that the real danger to them is not the police, the real danger to them 99 out of 100 times, 9,900 out of 1,000 times are other black kids who are going to kill them," Giuliani said. "That's the way they're going to die."

I guess Giulani's rationale is that the reason why the two black men were shot was because they were not sufficiently respectful.

On August 9, 1997, Louima visited Club Rendez-Vous, a popular nightclub in East Flatbush. Late in the night, he and several other men interceded in a fight between two women. The police were called and several officers from the 70th Precinct were dispatched to the scene. There was a confrontation between the police, patrons and bystanders involved in the scuffle outside the club. The responding patrol officers included; Justin Volpe, Charles Schwarz, Thomas Bruder, and Thomas Wiese, among others. In the ensuing scuffle, Volpe was struck by a "sucker-punch" and identified Louima as his assailant. Volpe arrested Louima on charges of disorderly conduct, obstructing government administration, and resisting arrest. Volpe later admitted he was mistaken about Louima being his assailant.[2]
The arresting officers beat Louima with their fists, nightsticks, and hand-held police radios on the ride to the station.[3] On arriving at the station house, he was strip-searched and put in a holding cell. The beating continued later, culminating with Louima being sexually assaulted in a bathroom at the 70th Precinct station house in Brooklyn. Volpe kicked Louima in the testicles, then, while Louima's hands were cuffed behind his back, he first grabbed onto and squeezed his testicles and then sexually assaulted him with a broomstick. According to trial testimony, Volpe then walked through the precinct holding the bloody, excrement-stained instrument in his hand, bragging to a police sergeant that he "took a man down tonight".[4]
Louima's teeth were also badly damaged in the attack by having the broom handle jammed into his mouth.[5] He testified to the presence of a second officer in the bathroom helping Volpe in the assault but he could not positively identify him. The identity of the second attacker became a point of serious contention during the trial and appeals. Louima also initially claimed that the officers involved in the attack called him a racial slur and shouted, "This is Giuliani-time" during the beating.[6] Louima later recanted this claim, and the reversal was used by defense lawyers to cast doubt on the entirety of his testimony.[7]
The day after the incident, Louima was taken to the emergency room at Coney Island Hospital. Escorting officers explained away his serious injuries being a result of "abnormal homosexual activities". An emergency room nurse, Magalie Laurent, suspecting the nature of Louima's extreme injuries were not the result of homosexual sex, notified Louima's family and the Police Department's Internal Affairs Bureau of the likelihood of sexual assault and battery.[3] The attack left Louima with severe internal damage to his colon and bladder that required three major operations to repair. He was hospitalized for two months after the incident.[2][7]

(290 posts)I guess he hasn't seen references to "the talk" that far too many black parents have with their children. "The talk" where they try to make it very plain that black children must be very, very careful in how they deal with police, far more careful than other children.
Imagine trying to tell a child that he must be extra careful, because the police see him as a threat because of his melanin content. Imagine that for a minute, and imagine how a child processes that. Imagine the resentment and bitterness that will result from knowing that police officers view you differently from your peers of other races.
Black parents have to have "the talk" with their children because of the way the police do things, and they may grow up to be fearful of and resentful towards the police, and rightly so. That will show in their interactions with police, which the police will interpret as ill intent, and then you have another shooting that will prompt black parents to have "the talk" with their children.
Giuliani doesn't get it, and never will. Not because he's too stupid to get it, but because he doesn't want to get it.

The closest estimate to Giuliani's nonsense numbers is the FBI's 2014 homicide data, which said black victims are killed by other black people 90% of the time. The rate of white-on-white homicide, the stats say, is 82%.
Giuliani's presidential candidate of choice, Donald Trump, last year tweeted the inaccurate claim that the black-on-black murder rate is 97%.
In his Sunday interview, Giuliani proposed no police reforms other than a zero tolerance policy toward disrespect.

Both the officers were also white. I "disrespected" them and kept on walking as fast as I could. I told my Dad who ran out of the house and tried to find them. He certainly would have "disrespected" the NYPD if he had found them. Flesh and blood means more than race and authority.
Putting on a Uniform does not ALWAYS make a good person.

The total number of police deaths in the line of duty has been about 21,000 since 1791. The worst years for police deaths in the line of duty were 1920-1935 when they averaged more than 200 per year with the worst year being 1930 when 304 officers were killed. It was the worst year in American history. Fatalities declined after that, but spiked again in the 1970s. In 1974, 280 police were killed in the line of duty. Fatalities began to decline again in the 1980s and by 2015 were 123, the lowest level since 1959. There are about 800,000 police with arrest powers in the US. The term 'killed in the line of duty' includes accidental deaths as well as homicides. About half of police fatalities are the result of violent encounters with the populace. Based on the number of fatalities per 100,000 employees, Being a police officer ranks 15th. Although, absolute numbers are unavailable, it is estimated that approximately 1,000 civilians are killed annually by police.
I don't know what if any siginifigance this hours worth of unscientific web browsing bears on anything, but I like to look for patterns in trying to make sense of things. I think I see a correlation between police fatalities and crime rates. Oddly, there appears to be an increase in police killings of civilians while we are experiencing a decline in crime rates and police fatalities are falling. The question then becomes why that would be?

The problem is no training in how to handle escalated situations, the problem is police covering for each other, even when they are the killers. We need body cameras as required equipment, we need zero tolerance for racism, we need better screening to keep racists out of the force and the racists at the top need to be removed. That's what's needed.
