Source: BBC

Floods in north and central China have killed at least 78 people, with scores of others reported missing, officials and state media have said.

The Chinese authorities have said they will provide funds for flood-hit areas.

Has any disaster in world history ever displaced 16 million human beings in one gushing stroke?

Maybe China has a history of floods, but please do not try to minimize the brutal reality of 16 million people suddenly with no homes or food. That's not normal. That's an epic disaster.

they supposedly have been building. Almost makes me wonder if that's their plan from the start, or at least part of the plan.

Given the scope of the floods (millions homeless), the death toll of 78 seems pretty low. I hope it stays there.

I also find it interesting how such a massive disaster like this has so few responses. If this took place in Europe or even Japan, then I suspect there would far more responses to this.
