Listing three executive orders signed by President Trump on Monday morning, Spicer said the president issued a memorandum outlining executive branch hiring that counters the dramatic expansion of the federal workforce in recent years
According to this chart from the Office of Personnel Management ( https://www.opm.gov/policy-data-oversight/data-analysis-documentation/federal-employment-reports/historical-tables/executive-branch-civilian-employment-since-1940/ ) , federal civilian employment was 2.094 million in 2009, President Barack Obamas first year in office, and 2.079 million in 2014, the most recent year reported. Excluding the Department of Defense, the workforce remained almost exactly steady at 1.357 million.

Also, according to the Bureau Of Labor Statistics (BLS) -- Under Obama the federal workforce increased by 18,000 employees which is a 0.6% increase (over 8 years), far below the rate of U.S. population increase.
(And note that Romney as governor increased the number of Massachusetts state employees by 5.5% (over 4 years). Also note that Bush II increased the federal workforce by 1.3% (over 8 years) )

This trend toward privatizing and shrinking the workforce especially grew during Reagan and Bush years.

In fact Bush II's job creation record is the epitome of big government liberalism run amok -- Bush's entire 8 year record: 1.3 million payroll jobs were created - by creating 1.8 million government jobs and destroying 0.5 million private sector jobs.

I wish the service had stayed the same too ... there are a ton of complaints about IRS wait times and callers even getting through at all. Even for my tax preparer who has a special phone number for professional tax preparers. That one is the fault of the Republican Congress who hates the IRS because most spending is for non-defense (when including the entire budget, not just the discretionary budget that people often cite).
