The shooter who opened fire indiscriminately in a Virginia Beach city building Friday afternoon, killing at least 11 people and sending six others to the hospital, was a disgruntled employee, a Virginia government source briefed on the investigation told CNN.
The shooter died after a gunfight with police.
Police Chief James Cervera told reporters Friday night the gunman was a public utilities worker.
"This is the most devastating day in the history of Virginia Beach," said Mayor Bobby Dyer. "The people involved are our friends, coworkers, neighbor, colleagues."

My heart goes out to every one there.

You are not "protecting yourself from a tyrannical government".
The sick American gun culture is based on the notion that
firearms are an answer to everything.
I would lose no sleep over a government crackdown on gun ownership
and availability. Then again, I'm not a fucking paranoid coward who is afraid
that everyone is out to kill me.
I've heard it before. "Well, I grew up in rural America, and guns are our life."
Well, rural America is made up of about 20% of the population.
That's a small minority. These mass shootings don't happen in rural America.
Let the large population centers make gun laws to suit their needs, and protect their citizens.
