Next time some Republican clown screams about Obama spending, point this out. Obama has never been allowed a budget of his choice. It has been continuing resolution set at current spending for years. So whose budget we been living with the last four years? President Bush's last budget....

See if it has an impact on the volume level of the screams.

In 2008 Obama and (D) ran on a promise to pass budgets, not continuing resolutions.

In 2006 the (D) campaign promised to pass budgets, not continuing resolutions.

This is dated 2011. And claims that for the 14 years previous they only had continuing resolutions.

Your logic would say that we're still living under Clinton's 1996 budget. In this case, Clinton's responsible for the * deficits. Consider that logic reduced to the absurd.

Even *'s last budget wasn't *'s. In 2008 * submitted his last budget. Great chunks of it weren't approved. By the time the House and Senate were done with amendments, * just said he'd veto them because they were so much larger than what he had submitted, and didn't reflect his priorities. So they hobbled along. In 2/09 and 3/09 Obama said he wanted to look only ahead and not back, so he promised to sign them if the Congress passed them. Congress did. He did. And a new baseline Bush budget post-Bush was passed in his name. The continuing resolution after that assumed this as the new baseline.

They pass individual budget bills without passing an entire budget. And if they can't pass individual bills, they just pass a CR saying, 'Carry on.' Often, though, the continuing resolution also fixes additional spending levels. It's just that responsibility for the debacle--which has been going on for 15 years now, during which time the House and Senate have been either split, all (R), or all (D) with absolutely no difference in what's done in camera--is hard to pin on anybody.
