39. CA has this quaint idea that all votes should be counted

even the provisional ones cast on election day, the ones delayed by the post office, and the damaged ones*. The first and last have to be done mostly by hand. And with millions of voters and lengthy ballots this takes time.

*There's a process for dealing with damaged ballots and others that can't be read by machine. Counties have panels with reps from the major parties who watch as the ballot items are copied to a clean ballot, then certify that the copying was done correctly. All done openly and above board. I wonder if this is one reason why the GOP does so badly here.

arrive. Wasn't this decided via court decisions decades ago - waiting for those votes to arrive. They may not be counted, unless too close, so then they opened up overseas ballots (??). Didn't one race come down to 1 military vote to arrive and made the difference in the race?

Wisconsin has a long-standing law that the elections people can't begin counting votes until election day -- I don't mean tabulating results or partial results, I mean even processing ballots (taking them out of their envelopes and running them through tabulators)

already started scanning votes and a very large part of those will be tabulated. The election board guy said 80% of votes will be tabulated by closing of polls 11/3. Very impressive center.
