Nazar Haro headed Mexicos now-dissolved Federal Security Directorate from 1978 to 1982. That was at the height of the governments dirty war against leftist insurgents.
Nazar Haro was arrested in 2004 and put under house arrest on charges tying him to the disappearances of six reputed guerrillas. A judge dismissed all charges in 2006.
Mexicos government sought to crush small bands of guerrillas in the 1960s and 70s through torture and the killing of hundreds of radical leftists.
