Shutdown Averted As Dem, GOP Leaders Hash Out Payroll Tax Deal

House and Senate leaders have reached an agreement on a deal to avoid a government shutdown, and are nearing a separate deal on legislation to renew a soon-to-expire payroll tax cut, unemployment benefits, and a “doc fix” measure to prevent a steep, automatic pay cut to Medicare physicians.

The breakthrough comes just over 24 hours before funding for the government was set to run out, though the principals continue to squabble over policy measures and payfors attached to the payroll bill.

Democrats have officially dropped their push for a small surtax on millionaires as one means of offsetting the cost of the bill. And it’s unclear what they got in return, aside from a pledge from Republicans not to jam Democrats with their partisan payroll tax bill.

With the millionaire surtax gone, most of the cost of the bill will likely be paid for with budget cuts agreed to in Super Committee negotiations, which ultimately failed. To make up the difference, Democrats are insisting that the GOP abandon other, conservative payfors, such as greater means-testing in Medicare. Instead, they’re pushing Republicans to accept ideas like ending a tax benefit for corporate jet owners, and counting war savings toward the cost of the bill.

The last of the low-hanging fruit of the supercommittee will be picked to supply a two month extension, and the rest of the fiscal year budget will get approved. There will be zero incentive or means for Rethuglicans to approve an additional ten months of UC, payroll tax cut, or doc fix.

Further, they may have their nominee fully selected by that time, and the catastrophic things to come will not be part of the Repuke nomination fight. You have to wonder why they picked two months as the limit.

5. yeah, i'm not surprised that either party

wants to kick the can during an election year, but the super duper committe seems as ideologically blindered as the congress as a whole - particularly the GOP and their "no tax pledge."

You know how much stress it is on the unemployed when you never know how many weeks you can count on getting any money?

7. I was unemployed a year before I took my pension at 62. I could have

rode out unemployment another year and received a better pension and more SS at 63. You never knew if you had 4 weeks left 13 weeks or 26 the f----g government was always screwing around with extensions. I just got so fed up with the stress to get unemployment I just threw in the towel and retired.
