13. Both probably, depending on the act in question. In his mind he's infallible,

so he probably has convinced himself he's done nothing wrong. He has a justification for everything, nothing is his fault, which makes it really tough for a prosecutor to determine "intent".

Interestingly, if he ever is convicted, he'd probably prefer that people think he was a "witting" accomplice rather than a dupe.

4. The Senate may not have voted to protect Mueller

but now that the public knows about the FBI investigation (and of course Mueller already knew about it) Mueller's investigation will be more difficult to destroy. This is proof that Mueller is necessary now more than ever and the results of his investigation will not be able to be kept secret from the public by the GOP. Thank God we GOTV and won the midterms and now have oversight.
