4. Some (maybe all?) of those positions have specific terms, so it makes them very hard to get rid of.

11. He probably left them unfilled until now

So their terms on these boards would extend into Biden's term. ??

13. Will this serial Hatch Act violator skip out on the mandatory Ethics training?

USAFA Board of Visitors
A Handbook for Members Ethics Requirements

Your participation on the USAFA BoV is a public service to the Air Force and the country. To protect the integrity of the committee’s advice, members are subject to certain conflict of interest and ethics rules.
Before beginning your service, and annually thereafter for the duration of your appointment, you must complete a confidential financial disclosure form (OGE-45 Form). This form provides information to determine if your participation in an advisory activity would present a conflict of interest or might raise an appearance of a lack of impartiality. The Board’s DFO will work with you and the Office of the Secretary of the Air Force, General Counsel (SAF/GC) to complete this requirement.
Before you participate in an advisory activity for the first time, you also must receive ethics training that explains the ethics rules and how they apply to you. You must also receive this training annually for the duration of your service. The DFO will arrange ethics training, typically during a meeting’s administrative session, to fulfill the annual requirement.[link:https://www.usafa.edu/app/uploads/BOV_MemberHandbook.pdf|

14. DANGER!! DANGER!!! It sounds like these are non-revocable appointments.

It's the names of the people we don't recognize that are the most worrisome. For example, there's an actual freeper on the list (Larry Schweikart, uses 'LS' as his freeperville handle), and he's being appointed to the National Board for Education Sciences.

Members of the Board are appointed by the President and are highly qualified to appraise education research, statistics, evaluations, or development.

He tweeted out a message a while ago, and there is a discussion of all he can 'get done' over on FR:

---------------------
Pleased to report I have been appointed by President Donald Trump to a 4-year appointment to the Board of Directors for the National Board for Educational Sciences. This is a non-revocable appointment.

I am now an embed in the unfortunate case Trump cannot overturn the fraud.
---------------------

It's plain to see where tRump is going with this...they are stuffing tRumpista sycophants into the boards of various councils and other government organizations, to positions with set terms. McConnell will get these appointments through the Senate post-haste, and there will be a whole deep-state set of tRump-loyalist saboteurs embedded in all of these organizations for a long time to come. Asshole is doing as much damage as he can on his way out of office, and doing whatever he can to make the incoming administration's job as difficult as possible.

16. I wonder who gave Trump the idea?

It doesn't sound like he'd come up with it by himself.

He probably had no idea these organizations even existed.

17. These are administration appointments. I don't think they require a trip through the Senate.

If Senate approval is needed, the term used in these press releases is "nomination." Trump nominates, and the Senate approves. This is just a straight appointment. No approval is required.

{edited: this is not correct. See the reply immediately below. Thanks.}

20. Looks like some may need confirmation, if their own website is to be believed.

https://ies.ed.gov/director/board/

The National Board for Education Sciences consists of 15 voting members appointed by the President, by and with the advice and consent of the Senate. The following serve as nonvoting ex officio members: The Director of the Institute of Education Sciences (IES), each of the four Commissioners of the National Education Centers, the Director of the National Institute of Child Health and Human Development, the Director of the Census, the Commissioner of Labor Statistics, and the Director of the National Science Foundation.

Obama had to have them confirmed:
https://www.ed.gov/category/keyword/national-board-education-sciences-nbes

U.S. Secretary of Education Arne Duncan today announced the recent presidential appointments of Deborah Loewenberg Ball, Adam Gamoran, Bridget Terry Long and Margaret R. McLeod as members of the National Board of Education Sciences (NBES). President Obama appointed the four new members late last week after they were confirmed by the U.S. Senate.

19. These are 26 appointments in a government of 2 million civilians.

"Independent" norms aside, these entities don't seem uncontrollable by the U.S. govt.
They're on U.S. soil, not extra-judicially immune to oversight.
Laws passed by Congress can limit their influence of networks inside this country.

If Biden and the 117th deem this move a danger, they can probably remove their non-revocable status and them under pretext of some national interest.

If deep state is such a danger, according to Republicans, non-revocable should just not be a norm of administrative appointments.

Loyalists Get Last Minute Appointments From Trump

December 9, 2020

The Hill reports:

President Trump on Tuesday tapped former aide Kellyanne Conway and Transportation Secretary Elaine Chao to government jobs in the final days of his administration.

The White House said in a press release that Conway will be appointed to the board of visitors of the U.S. Air Force Academy, and Chao, who is also married to Senate Majority Leader Mitch McConnell (R-Ky.), will be a member of the board of trustees of the John F. Kennedy Center for the Performing Arts.

Lynn Friess, the spouse of major Republican donor Foster Friess, will also be a member of the board of trustees at the Kennedy Center, and Matt Schlapp, chairman of the American Conservative Union, is being appointed to the Library of Congress trust fund board.

Financial shenanigans, falsified background info, Hatch Act violations, illegal use of Government resources, failure to attend meetings and conferences. Biden has means at his disposal...
