Packing heavy weaponry doesn't belong in J C Penney's because one is very unlikely to be involved in a firefight over the sock display. The same goes for other retail, restaurant and public gathering places.

And, no, I don't believe for an instant that all the guns are unloaded. FAR TOO MANY "accidents" occur because unloaded weapons weren't.

Only if you loudly state, as you are leaving, that you no longer feel safe because of the artillery in the room, are you acting in a completely ethical way. Inviting any staff members, who feel equally unsafe, to join you in leaving might be an even more effective way of making your point. IMHO Federal law requires a safe place to work and if guns are brought in, it is no longer safe and if I were a server or sales associate, I would welcome the cover provided by a similarly disquieted customer to get out.
If the manager follows you out the door offering to box up your food and bring it out, I think you have an obligation to pay up (although the tip I leave might be meager to say the least).
