Question:I've seen in news reports some of the GOP candidates are saying that because there is no "enabling legislation" following the SSM case, they believe it is inert and that governors can just not act on it. Does anything else have to happen for all states to just start giving marriage certificates? Does that argument have any teeth?
Answers : 1.Nothing else has to happen to make denying licenses to same-sex couples illegal. But courts may have to become involved in enforcing the Supreme Court's ruling in the face of resistance -
2. The argument about implementing legislation is just stupid.
