The ladies name is Nicole Sullivan.

She plays the dog walker on the King of Queens series.

I thought I recognized her, so I did a little research to be sure.

She was on MADtv and the King of Queens at the same time.

MADtv 1995 to 2009

King of Queens 1998 to 2007.
