Maybe someone used the phrase even before President Clinton used it, but Donald Trump stole his campaign theme from President Clinton.

All politicians call America great and Presidential nominees run on doing better than the President before him or her, unless their predecessor was from their Party. And who the hell knows what making America "great" again really means in nuts and bolts specifics? So it's a classic campaign gambit, perfect for a politician.
