‘Twist her wrist until she shuts up’

The inmate lay on the floor sobbing, and Sgt. Eric Allen decided he’d had enough.

“Put her in a wrist lock,” he tells another jail officer at the Metropolitan Detention Center, “and twist her wrist until she shuts up and stops crying.”

It doesn’t work. Almost nothing does. The inmate – a petite woman named Susie Chavez – spends the next 45 minutes shrieking, sobbing and crying out in pain as Allen and other officers escort her to a medical unit.

The crying starts after Chavez is hit with a stun gun to the back. She later endures the wrist lock and inflammatory spray to the face. At one point, she starts banging her head on the ground.

The stomach-churning video, released by the county Wednesday in response to a request by the Journal under the Inspection of Public Records Act, is part of an investigation into Sgt. Allen, who’s been on paid leave since January, county and union officials say....

How many times do we need to hear these horror stories? Why are the worst people put in the positions of power?

10. Perhaps because some courts ruled applying pain is ok as part of getting compliance

you can begin your web search on the phrases 'pain compliance', 'pain compliance techniques', 'pain compliance policing techniques' etc.

The techniques are learned in police academies and from peers/partners.

The techniques are typically used in association with the police declaring 'quit resisting' or words to that effect (whether resistance is present or not) which provides the necessary legal cover needed for escalation to sadistic acts on a citizen.

I can understand the use of pain compliance techniques for very brief situations, but obviously people have started abusing the practice terribly.

Why isn't there uniform state laws, regulations, testing, and licensing for jail personnel? If you want to take care of sick people in a hospital, you are screened taught, and tested. Most of the jobs require, minimally, certification, and most require licensing.
